A Life Dedicated to Vision and Service
The first line of America’s national anthem — “Oh, say can you see” — held special meaning for Dr. Floyd D. Mizener, a man who dedicated his life to improving vision and enhancing the quality of life for countless people throughout Illinois and beyond. A lifelong resident of Downers Grove, Dr. Mizener combined professional excellence, military service, civic leadership, and compassion into a remarkable life of service to others.
Early Life and Military Service
Born on July 30, 1925, Dr. Mizener moved to Downers Grove with his family in 1932 and graduated from Downers Grove High School in 1944. Immediately after graduation, he enlisted in the United States Marine Corps and proudly served during World War II. Following the war, he pursued a career in optometry, earning his degree from the Monroe College of Optometry, now the Illinois College of Optometry, in 1948.
Advancing the Field of Optometry
Dr. Mizener became a respected leader in the field of optometry, known not only for his medical expertise but also for his tireless advocacy on behalf of the visually and hearing impaired. Throughout his distinguished career, he played a major role in shaping vision care policy in Illinois. Appointed by Governor Jim Edgar to the Professional Advisory Committee of the Illinois Motor Vehicle Division, Dr. Mizener helped establish changes to state vision screening standards, making Illinois the first state to include peripheral vision testing for driver’s licenses. He was also instrumental in advancing Diagnostic Pharmaceutical Agent (DPA) and Therapeutic Pharmaceutical Agent (TPA) legislation, as well as the Kindergarten Eye Exam bill in Illinois.
Recognition and professional Honors
His contributions to the profession earned him numerous honors, including the Illinois College of Optometry’s Lifetime Service Award in 2005. In 2018, the Illinois Optometric Association renamed one of its highest honors the “Floyd Mizener Friend of Optometry Award,” recognizing Dr. Mizener as its first recipient.
Commitment to Downers Grove
Beyond his professional accomplishments, Dr. Mizener was deeply committed to his hometown. He was an active member of the Downers Grove Lions Club, chaired the committee overseeing construction of the YMCA, served on the Downers Grove Township Senior Citizen Advisory Committee, and supported countless local organizations and civic causes. His dedication to community service earned him many recognitions, including Downers Grove Citizen of the Year and Good Samaritan of the Year.
A Beloved Friend and Mentor
Friends and colleagues remembered Dr. Mizener for his warmth, humor, optimism, and unmistakable personality — often highlighted by his colorful hand-painted suit jackets. Dr. Dominick Maino described him as “one of a kind,” remembering him as a Marine, scholar, doctor, mentor, and “an incredible human being.” Those who knew him best often spoke of his ability to inspire others and his belief that no challenge was impossible.
Montrew Dunham Award
In 2020, the Downers Grove Historical Society honored Dr. Mizener with the prestigious Montrew Dunham Award, recognizing individuals whose leadership, volunteerism, and dedication have strengthened the community and preserved its future.
Lasting Legacy
Dr. Floyd D. Mizener passed away on September 7, 2020, at the age of 95. He was preceded in death by his beloved wife, Shirley.
Dr. Mizener’s life was defined by service — to his country, his profession, his community, and his family. His impact on Downers Grove and the field of optometry continues to be felt by generations whose lives he helped improve through both his vision and his generosity.
